I'd stay away from dedicated time trial bikes unless you're still very flexible and can handle the stretched out position. They're also very "twitchy" which is why many pro's ride their regular bikes in time trials if the roads aren't in great shape. For 1300 you could probably find a really nice gently used carbon frame road bike, maybe not with carbon wheels but there are lots of very nice higher end aluminum clinchers around.
