Mac Gyvering a front shock lockout

Hi all,

I have a2007 or so hardtail MTB that I rarely ride off road. It's mostly a commuter bike to shlep me back and for the to work. It has bouncy front fork shock absorbers that consume a lot of energy when I climb hills. Maybe the shockers are bad?

In any event, it occurs to me I could make a lockout on my own using 2 pieces od rubber hose to insulate the smooth shock surface and some hose clamps. Is this a genius idea or stupid?
