The first sentence sounds to me like he/she means: "I need to do the CNC work in Spain, but need to get the forging from somewhere." In that case, the forging would be the rough part prior to any machining. CNC = computer numerically controlled machining. Or maybe they need to do the engineering work in Spain to allow the CNC work to be done, it's unclear. The forge would be the machine that makes the parts, or in hand blacksmithing, the little furnace used to heat the parts.
Second sentence is even less clear. BB = bottom bracket, where the cranks meet the frame. I think there are bottom brackets that press into place, instead of threading into place, maybe that's what it is referring to.
