Bikes: too many bikes from 1967 10s (5x2)Frejus to a Sumitomo Ti/Chorus aluminum 10s (10x2), plus one non-susp mtn bike I use as my commuter

With the rear wheel up, it seems to shift fine and quite cleanly in both directions, but when riding the bike it has problem shifting from 2 to 3. Wonder what makes the difference.

Would check the cable tension and if it won't help, will take the bike to the shop.
There are a number of adjustments and tweaks to making an FD shift more crisply and trim (clear the chain) well. These include cage height, cage angle, limit screw setting, can cable length (tension). Rather than going into detail, and rewriting what's already written well, I suggested and suggest anew, that you review various tutorials and follow the step by step until you understand how each adjustment interacts with the others, or it works.

When someone brings me a bike with a problem like yours I can do a quick basic check, and will know just about immediately where and how to adjust. But working blind, I can't say what exactly it needs, shorten cable, back off outer limit, align cage, etc. It could be any one, or two or all.

Don't take adjustment advice from folks working blind, read the tutorials and apply the information to your specific FD, observing what each adjustment does.
