thought i would update this thread with my Yeoleo experience. bought two rims online for about $300 via Paypal. after passing the advertised time for shipment, i sent a polite email asking if there was some problem. to their credit, they responded promptly. the response stated that the rims would be shipped by the end of the week and they would email me the tracking number. (it was Wednesday). the next Monday i had received no email so i filed a "dispute" with Paypal. i sent another email to Yeoleo, stating that i had filed a dispute and that i would like them to reverse the payment and cancel the order. again, to their credit, they responded back that day with an email that stated that the rims had been shipped, but they didn't have the tracking number yet, and would send it in an email the next day. i escalated the "dispute" to a "claim". Paypal's claim process noted that they would wait on a response from the seller for two weeks.

... time passes.

two weeks later, having received nothing from Yeoleo, i contacted Paypal, and they informed me that no response from the seller to the "dispute" or "claim" had ever been made to Paypal despite three emails from Paypal to the seller requesting information.

the Paypal agent refunded my payment immediately.

the entire process from payment to refund dated from July 3, 2014 to July 25, 2014.

i should note, that after years of having no difficulty with online purchases, i've had to make two additional "claims" in the last two months to Paypal in order to have payments reversed for purchases never delivered, or even shipped, by sites selling carbon frames and rims. one, an ebay seller with the name of "cycling-cycling" never shipped but marked it as such on ebay and even went to the trouble of creating a fictitious tracking number. surprisingly, they sent me an email stating such after the "claim" was filed with Paypal. another ebay seller "etatime" marked the item as "shipped" (no tracking number), but never shipped.

caveat emptor.
