aren't tights supposed to be tight

I bought a new pair of bib tights to replace my old QR tights that were getting thread bare. The QR tights I liked. I have bought two trying to replace them. Both of them have the same problem. They really aren't tight, especially in the crotch. They are not comfortable walking around in. It's as if they have no support. And the loose material in the crotch gets stuck on the saddle. Am I just not buying expensive enough tights? Or should I buy tights without the chamois and wear padded shorts? I have thought of doing the really immoral thing of wearing something under the tights. I know that is a real no-no! But I am frustrated. The QR tights were snug in the right place.
