Not necessarily so. My current shoes felt fantastic off the bike walking around on carpet. When clipped into a pair of Keos, though, I found that I was suffering a lot of pressure on the outside of the sole of my foot and my knees were aching. A couple of cleat shims fixed the problem and I've been riding them free of discomfort for 3 months now, but it did teach me that walking in shoes and biking in them are very different things.
