It worked out thankfully, I popped the caps off and disassembled the pedals, the race, cones and bearings still looked serviceable so I cleaned and repacked with grease and adjusted them as well as possible. Both have a bit of play but are much better than they were. I just cannot believe the previous owner let them get so loose. Glad I could still use them - as long as I decide to keep the bike's original components, the only items replaced were the tires some years ago, handlebar tape and brake cables so it is pretty well complete.
