yea two cyclist at 20mph is kinda harsh...Its not the same as in cars where if you hit someone else going 20mph and they are going 20mph its equivalent of hitting a wall at 40mhp..

Cyclist hitting each other on head on collisions can only happen on bike paths. Otherwise it would be someone's fault for not following the law
