It's troubling that the police chief's statement seems to imply it would have been okay to hit him if he'd been in the travel lane. The truck driver had a responsibility to not hit a vehicle in front of him, regardless of lane positioning. Hitting someone who was on the shoulder should have added *another* ticketable offense, not provided the only one.
I agree...there seems to be a need for new laws. Something along the lines of "lane violation with great bodily harm" or some such. It's as if justice is served when someone is paralyzed and the driver gets a $100 ticket.
