You can't put one together from parts as cheaply as a complete, new bike even with a bargain on the frame quality of the two being about equal. Same with used. It will be much cheaper than putting one together. Now if you build you own wheels and buy lots of used parts, that might come out cheaper, but otherwise no. I know, because I do it all the time.
