As a year round bike commuter, sometimes one doesn't have a choice. Yes it's harder to decide to get on the bike when it's dumping, but it certainly can be done.
How can commuting in the rain be the right thing to do? That is just plain OCD. If you don't have a car (yes, I said it, a car), call a cab.
