Croiss Checks have used 1-1/8" steerers (and headsets) for several years so it appears your seller sent you the incorrect fork. Contact him immediately to get this resolved. It's also possible the incorrect steerer also comes with an incorrect axle-to-crown dimension and inadequate tire and brake clearance.
