Yes, they are MTB style levers, but for flat bar and are short pull. I've also used road levers and felt the same.

I don't think it's worth it to braze on cantilever studs. You should be able to get very good braking out of those Tektros, I've used that model with the pads way down low, and braking was excellent. I'd start with the salmon pads. Also make sure your levers are for caliper brakes and not V brakes. And set up the pads close to the rims, this will get you more power.
Yeah, I'll start with Salmon pads first, and switch back to drop bars and get myself the trp rrl brakes, thanks all for suggestions!
