That's gonna be a tough one. Late '90s thru current aluminium frame/steel fork touring kinda thing.

My first guess would be a big bike shop brand - Performance, Supergo, or the like.

DB could indicate Diamondback.

From the odd parts mix I'd guess it was bought as a bare frame and built up with parts on hand.
