That's the idea. It's a springfork bike made by the "Anker-Werke" in Germany called "Anker Sichelrad". The one shown above was built in 1937.

The purpose of the stump on the right side of the fork is indeed to Mount a Dynamo, which given the shape of the fork otherwise would be impossible.
