From your description; the allen screw is loose, thus causing the entire steering post to be loose? So when you steer left/right there is excess movement? This definitely was not the case with my bike. It sounds like you may have to entirely remove the allen screw to see how exactly how the steering post is attached (I have never removed mine).
If you do remove the steering post, post a picture.
Or, you could always return to WalMart.
