The above advice is 30 yr old bs used by bike shops to speed up the fitting process for recreational cyclists. Please do not use this as a method for setting the distance between your saddle and your bars.

Getting fit properly front to rear is a rather complex process that starts at the bottom bracket, goes through the seat, and ends at the bars. Saddle height and for/aft position is set in relation to the bb or pedals first, then the stem is sized to give proper position of the upper body for the type of cycling you do. This is a long process with lots of experimentation that often takes years. If you are changing your saddle height willy nilly to try to solve comfort problems, you are far from the starting point in this process. Searching the forums on fit and kops and saddle height and stem length and top tube length may provide you with some helpful info.
