That will be a fun project and UO-8s ride nicely despite being heavy and low-end. But remember you can find a complete UO-8 in decent condition for $100 or so come winter when bikes get cheaper. So I wouldn't spend much money on this, or at least would consider it as just inexpensive entertainment/education.
