Yea. In cold & wintery riding situations i try to dress for where i'm going under mainly wind-proof layers. If you do too much insulation you can really end up soaked in sweat including on exposed skin, which is very bad for you depending on location (neck comes to mind). You can also end up overheating just like on a hot day. That isnt good either when your lungs are breathing in cold air let alone the heat exhaustion danger.
