It doesn't take that much tension to keep the lever from flopping around. Use a short length of cable with no housing and just electrical tape it to the bars before wrapping. A good wrap of electrical tape plus bar wrap will keep things reasonably solid. If you really want to go crazy, you could likely sneak the bare cable between the bar and the shifter clamp (though I've never actually tried this method).
