by the way back to the OP, the light fabric is the other problem with that cape .
the rugged Grundens yellow one is heavy weight material It is not flappy ..

the front slits are fashionable, several makes add them, but its no chore to flip the hem over a shoulder to use your hands .

I've had a good sized puddle on the cape between my arms , in winter squalls.
can't say whether the reach thru holes would let it drain on your feet and legs ..

I expect they will let water through , negating the awning over your feet , but fashion designers seem to think it's important,

Brooks rain cape misses the point too .. has cuffs so hands are out in the rain.
