Put a swimming noodle over the top tube. It's made from thick soft foam and would provide a lot of cushion. It's got a hole in the middle to go over the top tube , all you need to do is just slit it diagonally and wrap it over the tube and then put some tape over it. A big bonus is they come in high visibility colours.
