The goal in chain care is prevention, not cure. My post rain routine is to put my bicycle someplace where it can drip dry and forget about it. You don't service a car that's been out in the rain, and shouldn't have to service a bicycle either, since both are designed as outdoor vehicles.

A decent chain lube can handle rain and keep water out of your chain. The fact that you have so many issues is an indicator that whatever you're using isn't doing that well.
