Specialized Vita Sport - tire sizing question

...looking at a new and much better bike for my wife, she needs a small frame, she's not even 100 lbs, 5'2", so she doesn't need discs or suspension like my Crosstrail Sport Disc. So we found a good deal at our LBS on a 2013 Vita Sport, last years model, now almost two years old as the 2015's are in. Very nice looking little bike and I'd make the jump on it but I've got questions on the tires on this bike. They're 28's and all the newer versions have either 30's or 32's. There must be a reason Specialized put larger tires on all the newer models, so should we be wary of the 28's or just go for it and get larger ones later if they're required? Thanks for any advice, you guys are always helpful...
