I am working on my Ultrega RD and I found the pulley closest to the cassette does not turn very freely. My other pulley I can spin it a few revolutions before it stops. The one closest to the cassette with the ceramic bearing and rubber cups which set into the pulley won't spin. It also does not seem to be centered in the cage. Not sure if it should be.

I am thinking I may be missing some washers/spacers. I could not find a diagram showing if it has pulleys with it. Also what oil should I be using on these pulleys? Thanks
