Interesting. This had never occured to me. I just checked my SE Draft, and the front axle nut is indeed 10mm. Of course it is a cheap nut w/o a built-in floating washer like the OP's, and for sure a Windsor Clockwork will be 9mm in front. I can say this with 100% certainty because I own one.
