It was a price point thing. Back in the late '80s when I was in the business most bikes with alloy wheels had a front QR but bolt on rear until around the $300 to 350 or so price point then you saw more rear QRs Of course if the bought the bike used all bets are off, as it is is always possible the wheel was replaced.
My first hard core road bike was a new Peugeot PH501 - in `86 it was a ~$500 bike, so I had two QRs. After that ('87 & '88) I was buying Campagnolo hubs. So it's been a long time since I had to deal with hub nuts.
