You make it seem like the dog had enough 'intelligence' and 'road education' to understand the rules of the road. Heck, we see enough examples here to know humans sometimes don't.

Dogs act on instinct, and this accident was caused by a problem with a CARELESS OWNER, not the animal. Only long-time strays would have enough experience to know when and where to cross a road without supervision. An animal - no matter how intelligent - that has been mostly kept in a yard would not.
