Like any universal statement, this one's not necessarily "law." I had trouble with the stock wheels on my first road bike, which were relatively low cost Bontrager's. I upgraded to the next strongest, still didn't work. For that bike, I went custom and they've been find.
However, a few years later, I got a Giant bike that had DT Swiss R1700s as the stock wheel and they've been "the bomb." I've now got more miles on that bike than I had on the Trek through all wheel versions and the DT Swiss wheels haven't been touched.
