For the handlebars, not sure what you mean by through the bars, the brake & shifter cables route under the bartape, like the previous 57/67/79 series.
Some of the new bikes I saw at the bike shop route the shift cable inside the HBs from the lever up to a hole just outside the edge of the tape. It looked like only the brake cable was under the tape. I guess it just makes for a less bulky tape job.
