I assumed you asked a cop. You might have just been lucky. Cops don't always know the law and you might have gotten a different answer from another cop (cops often think it's as "far right as possible").

The general traffic laws in every state apply to bicyclist unless there is an exception made for bicyclists or the law is something bicyclists can't do. Laws that specify "motor vehicles" don't apply to bicycles. And there are laws that add extra requirements to bicyclists.

If a state's school bus law mentions motor vehicles, it would not apply to bicyclists. Otherwise, it's a stop just like at a stop sign. There isn't any question that it would be illegal.
