I did somehow miss that you said there is no damage to cups or cones - I apologize. Other than that I made no assumptions.

You did not specify that you made sure all the old grease/dirt was out so I had to check on that, but again I advise you to use new retainers to eliminate both contamination and damaged balls as a variable.

If you looked at tutorials dealing with caged bearings they would have indicated the correct orientation for the cages, so I did not know you had done so, as you tried flipping the cages.

As I noted damage and the attendant noise from it can be hidden by old, coagulated grease. I have seen several cases where someone overhauled a bearing and found it suddenly rough and noisy with new grease because there was some roughness to the cone/cup, especially with lighter viscosity grease.

It is indeed normal for the cage to rotate. The bearings are rolling between cup and cone and take the cage with them. It's normal to have some sort of dust cap over a caged BB bearing, or at least a very small space showing between a tabbed washer and the cups, so that dirt and water contamination are kept to a minimum, so often the movement of the cage is not seen.
