Here in Vancouver there's a school for the blind- that also houses a low vision clinic- and there's a school zone complete with flashing yellow lights. The thing is the lights only flash during certain times like before and after regular school hours. Wouldn't it make more sense to always drive more slowly through an are where you're likely to encounter blind people?
