1. 23.35mm crank puller, kind of expensive

2. You can try sanding the brake pads to see if they will work unless they are hardened beyond repair.
3. If the tires are old/cracked it is always a good idea to get new rim tape/tubes/tires.
4. You can remove the RD jockey wheels and clean the RD with WD-40 to see if it will work ok.
5. See if your friend has a freewheel removal tool for your rear cog, a cone wrench will not work.
6. This may work for your vintage brake hoods
