I'm with the others here throughy clean and then treat the rust if needed. Then nail or even better model hoby paint in a better shop you can find close to exact matches for nearly any bike. Ounce painted over carefully very few will even be able to spot your touch up look The trick is to be very carefull and only just cover the bad spots . Put a nice coat of wax over it all and almost no one well spot your touch ups if there done carefully.
