Your bike is an early 70s Bertin. If the bars are Milremo alloy then it's a model C31. If not it's a model C28.
These were made from light gage steel tubing and had a nice ride. They weighed 27-28 Lbs. with steel rims and about 25-26 Lbs. with alloy rims.

Thanks so much for this information. I really appreciate it. Cosmetically the paint is a little rough, but the bike cleaned up much better than I thought and it is back in running order. I haven't ridden it a lot, but have taken it on a few little 8-10 spins in the neighborhood. I am surprised/pleased as to how comfortable and how responsive the bike really is.
