Anyway as far as I can tell Vacaville got moved at some point, so it was actually their fault and not Red Kite's. Plus the two promoters coordinated to make sure people could race both if they wanted to.. I don't really see a problem.

Yeah, seemed that things worked out with Vacaville and RedKite. My guess is there are fears of dwindly entries in the more remote races locales and forcing new races off the calendar will kick those entries back up, in theory. It's just hard to justify driving to Reno for a race when a Bay Area'er can drive 3+ hours less and race a few times at Red Kite.
I'd think they'd be wise to really evaluate what races are the "classics" based on courses and actual quality of the races over time moreso than "well its been on there for a long time". Weed out the remote races that have little draw and have little "classic" value and replace with easy to host events where more people are inclined to race. If there are worries about flat crits yielding crummy racers, make the races longer (shoot, NCC's are flat at times).
You'll irk a few racers, but win over several more, in my opinion. If San Ardo wasn't district championship this year, how may would have actually gone? Seemed there were more SoCal racers than NorCal in the open fields. Dump it and keep University. Sucks for Velo Promo, but with new competition in town, they need to take a real look at their events.
