On the 1986 just the outside of the fork is threaded. The Blackburn custom lowriders don't have the hoop over the top so they have a piece that goes on each side of the fork and requires a bolt going through. Not a deal killer since I do have a Tubus on my Expedition I could move over if needed but thought it a little odd that Schwinn would make the change from one style to the other.
