Track bikes have to adhere to a number of specific rules, not just no brakes. So calling anything but a track bike, a "track bike" is both technically wrong and misleading in general.
If I ride this to the grocery store, it doesn't magically become a Townie.
If i ride this in circles it doesn't make it fixed gear or a track bike.
So a track bike is considered anything that you ride on a track, hence "track". A beach cruiser is a beach cruiser.
