For those stating that the Panaracer Paselas run true to size, I have found the opposite to be true.
The 28's I have mounted on my hybrid measure 26.6mm wide exactly. Not even close to the 28mm they're supposed to be. And that's on hybrid rim so plenty of width there, for sure.
