I would love to see some more pictures of the lugs but I am mostly sure it is a Cinelli Supercorsa missing its badge and Decals (easy to rectify on a chrome frame). Because of the drain hole in the bottom bracket and the sport spring hole in the dropout it is mid sixties at the latest. No wolf ear lugs means it is 1960 at the earliest.
