Looks like a cast center with pressed-on, forged flanges.
I haven't seen this model before.
I bought a Pedersen from 1980 or so that had Normandy-like Pelissier hi-flange, one-piece hubs that were spaced 114mm with a five-speed freewheel. Pelissier was in script, apparently stamped into the centers or the hubshells. Nothing fancy beyond the Normandy hub's usual finish and shape.
