I am a good wrench and maintain it well but frankly who cares where the frame was made. My other bike a CF Moto IM was made in Taiwan too maybe near the same factory for all I know. Seems yours has a poor design but happens for sure. You can get another CF for $500 or so and transfer all the parts and be good to go.
My idea is getting a new frame from other brand.Now, there are a lot of brands with decent prices and best customer care.In the carbon era I expect taiwan made in a lot of frames but now there are brands making full carbon manufacture in europe/usa and the price are the same.
If you have a Wilier check you have sent the warranty card and be sure the shop sent his part of the warranty card.This " little letter" would be a reason to see the Wilier customer care,one of the worst I have ever seen.
