Given the large squared off portion it makes me think cartridge bearings. There doesn't seem to be any dust covers though? It looks like the ends of the hubs are machined right down to the size a dust cover would be. I guess you have to remove the axles, then dig the loose bearings out with a pick or screwdriver. A little like rebuilding the gear side of a rear hub with the freewheel still installed.,,,,BD
