Well, I live and ride daily in what would be the Sandhills sector. There are plenty of signs where I ride but I'm not sure how they come up with these routes. There's nothing special about them except that they're mostly away from heavy traffic. No actual bike lanes or anything like that. It seems they just came up with some roads and decided to put signs on them and make them a bike "route". Most other roads in my area not on the route are just as good to ride. Oddly, the pdf file in your link doesn't show my area in Laurinburg.
