Stupidity has historically been a frequent reason for legislation. Killing someone for no good reason, for instance, is stupid - hence most places have laws against murder. Switching lanes on the freeway suddenly without signaling and in an unsafe matter is illegal, and stupid. Not having health insurance is stupid, hence "Obamacare". You get the idea. Stupidity can indeed be and is frequently legislated.
