And, as it is so often, the solution was something simple and overlooked: The low limit screw wasn't all the way in. Tinkering last night, I discovered that tugging the cage outboard just a little relieved the spring pressure and I could tighten it up and bring the cage right up on the chain, as Mr. Shimano intended.

Mystery solved!
