Around here, that's a recipe for a worn chain. The water and Simple Green keep the chain lube from getting inside the chain. In our (wet) climate, the lube just gets washed out again. It's better to use a petroleum-based solvent to clean a chain.
(Byrna, chain maintenance is one of the most contentious issues among bicycle riders and mechanics. Ask any 5 mechanics and you're likely to get 10 different answers.)
