90 and 120 psi are safe inflation pressures for those tires -- high enough to prevent pinch flats and low enough that the tire can handle the pressure. You may get somewhat better ride quality at a slightly lower pressure, but finding that ideal pressure depends on a number of factors, including your weight. Velox rim tape is good stuff, as are some other options. The tape needs to be strong and stretch-resistant to prevent the tube from bulging into spoke holes and bursting. Electrical tape is NOT strong or stretch-resistant.

As mentioned above, the tube bursting in a spoke hole is not a pinch flat. Pinch flats are caused by underinflation. When you hit a bump, the tire gets compressed against the lip of the rim. The tube gets trapped in that pinch and gets cut.

Veloplugs work fine, as does good rim tape. Neither is better than the other at their primary job, which is keeping the tube from getting punctured by the rim. Using both at the same time is unnecessary.
